Inter VLAN speeds slower than same VLAN.. why?

Not sure why zeroshell is slowing down traffic between VLANS? On Same VLAN I'm getting decent iperf speeds, about ~90MB/sec, which is not great but acceptable. Was hoping for 90% of gigabit speeds... anyhow

But going from 1 VLAN to another, the speed drops to 67MB/sec, that's a great deal. My ZS box only shows loadavg of 0.11 during transfer which means it's not cpu bound.

Any idea why vlan to vlan is slower?
