It´s possible make a bandwitch limit for group or users with iptables?

In the QoS classifier make a class containing the IP addresses of the hosts you want. Then on the class manager fix their bandwidth on the desired level and finally assign the class on an interface.

ok, but the problem is that in the same IP i can have the two type of clients, one with 3mb bandwitch and another with 1mb, this clients are separated on type of users

Then seperate your clients to 2 groups according to their bandwidth usage and assign them the according IPs.
