Zeroshell with limited usage dongles

I was wondering if I could setup zeroshell in the following way:
I have a broadband landline connection which keeps going down (2 days a week – I am in a third world country)
For backup I have several cheap 2G dongles, but all have limited usage.
When the landline goes down, I would like to use all the dongles simultaneously to provide enough bandwidth, but each dongle should not be used after its individual usage limit (3 Gb, 5Gb, 10Gb) has been reached

Is this possible to setup? How?
